Project Description
The project focuses on strengthening gender equality and inclusivity within Pakistan’s TVET sector by addressing the underlying causes of gender disparities among teachers and students. It is part of the multi-donor action “EU Support for Sustainable Economic Development through Demand-Driven Technical and Vocational Education and Training (TVET IV)”, co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ and the British Council.
The study and subsequent capacity development measures aim to identify barriers that hinder women from becoming TVET teachers and girls from enrolling in TVET courses. It examines institutional, cultural, and systemic obstacles and provides evidence-based insights to inform gender-transformative strategies. Following the study, the project will develop a Gender Guidebook and introduce gender-responsive pedagogy and training materials to ensure teaching practices in TVET institutions actively promote inclusivity and equal opportunities. Capacity development measures for teachers and institute management will enhance gender competence and support the institutionalisation of gender-transformative approaches across the sector.
Provided Services
The project consists of three main service packages delivered through:
Fact-Finding Study
- Conduct a comprehensive literature review and contextual analysis on gender inequality in the TVET sector.
- Identify barriers to female participation in teaching roles and student enrolment.
- Carry out stakeholder consultations, focus group discussions (FGDs), and surveys with employers, TVET institutions, graduates, and relevant agencies.
- Analyse data to identify gaps and opportunities for gender equality in teaching and learning.
- Produce a detailed study report with recommendations and present findings to stakeholders.
Development of Gender-Transformative Approaches & Guidebook
- Review and revise existing TVET learning materials to ensure gender responsiveness.
- Develop a Gender Guidebook and toolkit to guide teachers in applying gender-transformative practices.
- Finalise quality assurance processes with NAVTTC and relevant TVET bodies.
- Design and deliver capacity development sessions for TVET teachers and management teams across five regions, building skills in gender-sensitive and transformative pedagogy.
Translation and Knowledge Transfer
- Translate the Gender Handbook and Guidebook into Urdu to ensure accessibility and local relevance.
- Ensure accuracy, cultural appropriateness and quality assurance of translated materials.
- Provide a final summary report on translation and knowledge-sharing outcomes.
