Project Description

TVET governance next to TVET design and delivery in Mauritania face considerable challenges as does (formal) employment. m4edu is delighted to contribute to GIZ`s “Employment Promotion and Private Sector Development” project. Activities, inter alia, to improv the employability of TVET graduates and apprentices in Mauritania are jointly implemented with the EU, AFD and IOM as part of the “Réussir ensemble en Mauritanie” (Successful together in Mauritania –REM programme).

  • Strengthening and promoting the design and delivery of TVET – and employment – are central priorities of Mauretania’s government. Our assignment consequently focuses on supporting national stakeholders at achieving their prioritised goals in the TVET and employment sectors as outlined in the country’s National Strategy for Employment and TVET-Strategy.
  • Mauritania’s TVET strategy (2023-2030) addresses important key-challenges in its three strategic priorities: (1) improving access to vocational training by increasing and diversifying TVET provision, (2) improving the quality and relevance of TVET provision and (3) development of standards-based tools to match TVET output with the economy’s skills needs. A no less relevant cross-cutting objective of the strategy is to strengthen governance and management.
  • Mauritania’s Strategy for Accelerated Growth and Shared Prosperity (SCAPP until 2030) strikes similar veins as the TVET strategy, for example, by stipulating (1) an improved access (increased intake capacity) to quality, cooperative (relevance) and diversified TVET that responds to the country’s economic needs (2) promoting employment and (3) strengthened progression pathways, ideally through creation of a National Qualifications Framework (NQF), leveraging the recognition of prior learning (RPL) to lift learners and workers out of the informal sector and (4) strengthened human resources in TVET through capacity development.
  • Core objectives of the REM – ProEmploi-DSP project are, correspondingly, to support institutional reforms and capacities of the various departments of the MFPAM and related agencies, aiming at improving their performance and at strengthening a culture of results, data driven decision making and better governance. Mauritania’s brand-new (created in September 2024) Ministry of Vocational Training, Crafts and Trades (Ministère de la Formation Professionnelle, de l’Artisanat et des Métiers (MFPAM)) is committed to improve the quality and relevance of TVET programmes in the country.

Provided Services

The aim of m4edu’s assignment is to support and accompany Ministry of Vocational Training, Crafts and Trades (MFPA) and its subordinate authorities/agencies in strengthening the TVET system – this way improving the employability of graduates and apprentices. A combination of capacity and organizational development services and advice delivered to MFPAM and at the National Institute for Promotion of Technical and Vocational Training (Institut National de Promotion de la Formation Technique et Professionnelle – INAP-FTP) next to the establishment and operationalization of a dialogue platform on cooperative TVET that brings together relevant public and private stakeholders – will help us make that contribution towards higher employability.

The assignment is structured into three work-packages (WP) and will support these strategies and priorities by delivering the following support:

WP 1 will, by designing and conducting a capacity needs assessment among key MFPAM and INAP-FTP staff, provide the basis for the development and roll-out of our capacity development strategy for a strengthened TVET and apprenticeship-system. A final and validated approach to strengthening staff skills and process capacity (organizational) development will be enriched and inspired by relevant international good practice (benchmarking) that is practically transferrable and leverageable in Mauritania’s context.

WP 2: our experts draw up a training programme and design training courses/coaching, including on-the-job training, workshops, and seminars and learning materials. Our experts will then train Master trainers (ToT), implement and review a pilot phase before starting to roll out the long-term training strategy in ToT mode, supporting and advising the master trainers on demand.

Through WP 3 m4edu will make an important contribution to improving governance by enhancing inter-ministerial coordination and the private sector’s participation in the development of attractive and market-oriented training offers.
