Project Description
This assignment supports the development of a National Framework on Career Guidance and Counselling (CGC) for Nigeria, strengthening coherent, inclusive and sustainable career services across education and employment systems. The work will analyse the current policy and institutional landscape, identify gaps and entry points for embedding CGC in school-to-work pathways, and co-create a practical strategic framework that aligns with national education and labour-market priorities. The framework will define vision, objectives, guiding principles, strategic pillars, roles & responsibilities, service-delivery models, capacity-building measures and an implementation roadmap to institutionalise CGC at federal and sub-national levels.
Provided Services
m4edu delivers a Results-Oriented package of services structured around two work packages (analysis & framework development):
- In-depth landscape analysis (WP1) — Review of existing policies, regulations and institutional arrangements for CGC across education and employment agencies; mapping of delivery mechanisms, stakeholder roles and capacity gaps; analysis of labour-market trends and implications for school-to-work transitions; and a short comparative review of at least three country CGC frameworks to extract adaptable lessons.
- Stakeholder mapping & engagement — Identification of key actors (FME, FMLE, NBTE, UNESCO, professional counselling associations, employers, youth organisations, TVET/university representatives) and design of an inclusive consultation strategy to ensure balanced representation and ownership.
- Multi-stakeholder policy dialogues & workshops — Methodological design and facilitation support for up to 3 national in-person dialogues in Abuja and 1 virtual validation workshop, including facilitation guides, background briefs, discussion templates and presentation materials. m4edu will document and synthesise workshop outputs to feed the framework drafting process.
- Drafting the National CGC Framework (WP2) — Prepare a participatory, practice-oriented draft covering glossary & definitions, strategic pillars, service delivery models, qualification profiles for career guides/counsellors, capacity development measures, governance & coordination mechanisms, M&E framework, and an implementation plan.
Through this assignment m4edu contributes to strengthening Nigeria’s skills ecosystem to provide coherent, demand-oriented and sustainable career guidance and counselling services that improve young people’s school-to-work transitions and labour-market outcomes.
