In the context of the global shift toward a green and climate-resilient economy, the project aims to develop an interactive methods handbook “Green Skills Needs Assessment” to support the identification of current and future green skills demands in partner countries. The handbook consolidates, structures, and adapts existing international methodologies to provide a practical, user-oriented tool for anticipating workforce needs in green transformation processes.
The Handbook serves as a comprehensive reference and guidance tool for practitioners in development cooperation, policy makers, education and training institutions, and private sector actors. The final product will be published as an interactive English-language manual, designed for digital use, featuring decision trees, templates, and case examples for immediate application.

m4edu’s team supports GIZ in developing the Green Skills Needs Assessment Methods Handbook through a structured and collaborative process involving research, systematisation, validation, and publication.
Key activities include:
- Compilation and analysis of international approaches to identifying green skills needs, drawing on best practices from organisations such as ILO, UNESCO-UNEVOC, ETF, and the World Bank.
- Systematisation of existing methods and categorisation by user group, analytical purpose, and sector focus, including the development of a clear decision path to guide users in selecting suitable methodologies.
- Development of tools and templates that can be directly applied by practitioners.
- Stakeholder and expert consultations with international and national partners to validate the handbook’s structure, usability, and practical relevance.
- Preparation of an interactive and user-friendly digital version of the handbook, ensuring modular navigation, embedded resources, and accessibility for diverse target groups.
