Project Description

The assignment supports the STAF Programme in strengthening technology-enhanced teaching and learning (TETL) and the expansion of online VSD course provision within the TVET sector of Lao PDR. Despite significant investment, skills levels and uptake of vocational education remain low, particularly among vulnerable and marginalised groups. To address this, the project conducts a comprehensive digital TVET situational analysis and develops a 2025–2027 workplan for the Vocational Education Development Institute (VEDI) and the Department of Technical and Vocational Education and Training (DTVET).

The work examines the current status of TETL, online learning initiatives, institutional capacities, digital infrastructure, and the evolving landscape of educational technology in Lao PDR. The analysis will inform a strategic roadmap to strengthen TETL integration in Tourism & Hospitality and Agriculture & Forestry, streamline digital education initiatives, guide the development of suitable digital learning platforms, improve the use of Open Educational Resources (OER), and enhance teachers’ and managers’ digital pedagogical competencies.

Provided Services

m4edu provides an integrated package of analytical, consultative and planning services to guide the STAF Programme’s digital TVET interventions:

  • Comprehensive situational analysis of TETL and online course provision in Lao PDR, including review of survey findings, assessment of government and donor initiatives, institutional capacity analysis of VEDI and DTVET, examination of the digital education landscape, and evaluation of existing or emerging platforms/LMS for hosting OER and digital TVET content.
  • Field-level and stakeholder engagement, conducting interviews with national authorities, development partners and TVET institutions, including site visits to at least four provincial colleges to capture on-the-ground digital readiness, infrastructure conditions and training needs.
  • Strategic recommendations to strengthen TETL implementation, enhance teacher and manager competencies, improve alignment with national digital education strategies, and ensure sustainability, accessibility and relevance of platforms and content.
  • Development of a detailed 2025–2027 workplan for VEDI, DTVET and the STAF Programme, outlining practical steps for scaling TETL and online learning, integrating OER, guiding LMS/platform development, expanding e-learning access, and identifying required equipment and digital infrastructure across TVET schools/colleges.
