Project Description

CC Digital Societies Framework Contract supports strategic competence development and digital learning in the context of the global digital transformation. The framework aims to strengthen capacities at individual, organizational, and societal levels, contributing to GIZ’s broader commitment to capacity development.

Lot 1, led and implemented by management4education GmbH (m4edu), provides high-quality strategic consultancy services on competence development and digital learning integration for GIZ projects worldwide. The services are delivered through individual call-offs and focus on integrating and promoting innovative digital learning solutions, The support also promotes, where appropriate, the use of atingi, GIZ’s digital learning platform funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The platform offers scalable and inclusive e-learning opportunities for global learners, and GIZ projects and partners can host and develop content on atingi.

Provided Services

Lot 1 ensures that GIZ projects receive strategic, high-quality support for the planning and implementation of sustainable and inclusive competence development initiatives across the digital learning spectrum. Key activities include:

Strategic Integration of Competence Development

  • Conducting capacity needs assessments, developing competence profiles, and designing comprehensive Human Capacity Development (HCD) strategies.
  • Integrating resource planning into operational project design and aligning with GIZ standards (e.g., Capacity WORKS).

Design and Planning of Competence Development Measures

  • Supporting all phases of the competence development lifecycle (scoping, design, delivery, review) across diverse learning formats, including face-to-face, blended, and fully digital (e-learning, webinars, MOOCs, IVR).
  • Assisting in the use of the atingi platform (LMS), ensuring compliance with its requirements, and coordinating closely with the atingi team.
  • Facilitating smooth transitions to Lot 2 (e-learning development) through scoping documentation and coordination meetings.

Knowledge Management and Research

  • Conducting studies and preparing knowledge products (reports, presentations, articles) on competence development and digital learning trends and practices.
